Clarity Government Services is based in Dallas, Texas. Formed by two Army Officers, Ronald A. Duperroir, President, and Daniel S. D’Amico, Chief Operating Officer envisioned creation of full service medical construction and services company. In addition to project management overseeing the complicated environment of healthcare construction and compliance; Clarity Construction Services also provides experienced support services focused and coordinated specific to the project in the areas of medical equipment, furniture, fixtures planning and procurement. Together with select teaming partners, the Clarity team provides support services in the area of physical plant evaluation, maintenance, repair and replacement.

Medical building construction brings unique challenges and requires a builder that has specific knowledge and focus in the healthcare market. Trained at the University of Oregon in the School of Architecture, Ronald A. Duperroir earned a bachelors degree in public planning, policy and management with a focus on healthcare project management. This degree was later complemented with a master degree in Healthcare Administration from Baylor University. As President of Clarity Government Services, Mr. Duperroir’s foundation of knowledge in supporting the fighting force is founded upon a 20 years of service within the US Army. He retired in June 2000 from the Army Medical Department, Medical Service Corps. Upon retirement he served in senior leadership positions with Johnson and Johnson, Health Systems and Management Division, the Baylor Healthcare System Dallas, and Cirrus Health. During this period he was directly responsible for the construction and operational oversight of 18 healthcare facilities (medical office buildings, ambulatory surgery centers, and hospitals).

He served in both Desert Storm and Shield. His awards include, but are not limited to, the Legion of Merit, the Bronze Star, the Meritorious Service Medical (4 awards) and the Army Commendation Medical (5 Awards). Mr. Duperroir is holds a disability rating issued by the veterans affairs in June 2000.

Mr. Daniel S. D’Amico serves as the company’s Chief Operating Officer and is an eleven year veteran of the US Army where he served in various senior leadership positions within US Army Quartermaster Corps. He is a seasoned healthcare development and operations executive with extensive experience in leadership, project management, cost accounting, facilities construction and corporate compliance. As an Army Major, Mr. D’Amico most recently called back to active duty where he served as the Political-Military for the country of Uzbekistan responsible for providing all critical analysis on political, economic and military issues in support of Operation Enduring Freedom and the Global War on Terrorism. Mr. D’Amico also has also served as a company commander, battalion logistics officer, brigade human resources officer, director of post wide logistics and command liaison for all medical clinics. Mr. D’Amico also served as director of operations in multiple military organizations.

Combined the senior leadership team holds 50 years of specialized healthcare construction and operational experience. The combination of commercial and government construction from leaders who have served as government and commercial executives is rarely found under one roof and provides an awesome combination.

Clarity Government Services is proud to announce that they have partnered with BFL Construction Company, Tucson Az to bid on the Veteran Affairs Clinical Laboratory Expansion (Tucson, AZ) – BFL Construction Company, Inc. is a seasoned construction team, Tucson locally-owned, led by the Management Team of Garry Brav, President, William J. Dohrmann, Executive Vice President, Steve McEllis, Senior Vice President and Delbert Dittmer, Vice President. Teamed under a joint venture with Clarity Government Services we believe it is an awesome combination of assembled talent.

The venture proposes to provides tremendous value in support the VA and their healthcare mission by combining season healthcare developers and construction project managers with a noted 32 year old local general contractor . Construction is listed as Project 678-316, titled Expand Clinical Laboratory Building 57. The Southern Arizona VA Health Care System (SAVAHCS), 3601 S. 6thAvenue, Tucson Arizona, issued a solicitation in November. The JV team proposal was submitted on 7 Jan which outlined the financial cost estimates, provided the scope of supervision, labor, materials, tools, and equipment to perform all work shown on the drawings and specifications. Work includes, but is not limited to, relocation of Inpatient Pharmacy, expansion of B-57 Clinical Lab and support spaces in B-57 basement shell space, and construction of a consolidated Bio-Med Shop in the B-38 space vacated by Inpatient Pharmacy as required by drawings and specifications.

Clarity Government Services is lead by Ronald A. Duperroir, a 20 year member of the Army Medical Department, Medical Service Corps. He is a seasoned executive and corporate officer with extensive experience in leadership, operations facilities construction, budgeting, financial strategy, program management, regulatory compliance and development. As an active duty trained CTOR and is exceptionally skilled in organizational contract management. As an Army officer, Mr. Duperroir was the Chief Clinical Operating for Clinical Operations at Officer at Brooke Army Medical Center (BAMC), one of the largest, most modern and prestigious 450-bed medical centers in the United States Military inventory. BAMC was complemented with a staff of 3,200, a $220M annual operating budget and 35 ambulatory medical clinics. Mr. Duperroir was also the Associate Administrator at Weed Army Community Hospital responsible for operational support of Weed Army Community Hospital and its large multi-specialty primary care clinic. Mr. Duperroir served in multiple leadership positions in both TOE and TDA units. He served in both Desert Storm and Shield.
