<p style="text-align: justify;">As Keene marches toward the possibility of becoming a health care center for the surrounding area, it s time for the next step. That was the opinion of Keene Health Care Facilities Development Corporation board president Bud Findley following a Feb. 29 town hall presentation of the possibilities of developing health care facilities for seniors in Keene. The meeting, held at the Senior Center, was attended by about 40 residents and members of the City Council, Keene Economic Development Corporation, Keene Community Development Corporation and the newly formed health care facilities development board.</p>
<p style="text-align: justify;">This can reinvigorate our community, Findley said at the conclusion of the presentation. By spending our resources wisely, this is the direction that can be supported by those resources. I think it makes sense. It won t happen overnight, but if successful, it will forever change Keene for the better and improve the quality of life for all of our citizens. The decision to take the next step is based on the results of two studies, costing a total of $43,700, by Archangel Capital Partners of Dallas and Clarity Solutions of Dallas. The studies, paid for by the city and KCDC, were the result of a Sept. 1 workshop that included Archangel, Clarity and the city s development corporation boards. The monies obligated by the Type B board and the city will eventually be repaid by the Health Care Facilities Development Corp. board from application fees and other avenues of revenue, city administrator Bill Guinn said.</p>
<p style="text-align: justify;">The Archangel study was a detailed market feasibility study for a planned age-restricted senior housing community to be located in Keene, Archangel president Joe Greer said. According to Greer, Archangel s study identified a Primary Market Area that is roughly a 12-mile radius around Keene, or essentially all of Johnson County. Within the PMA are 160,724 people, of whom 19,193 are age 65 and older, Greer said. That 65-plus population will increase by 30 percent by 2015, Greer said. Do to the scarcity of competitive facilities to the north, there will be a demand for health services in the PMA. Currently, the PMA has one independent living facility that has nearly 100 percent occupancy, two assisted living facilities with 94 percent occupancy, and two dementia care facilities with 96 percent occupancy, Greer said. Our conclusion is that Keene s PMA is under supplied, Greer said. Keene s PMA has 218 people per square mile. The Texas average is 95 people per square mile, Greer said. Between 2000 and 2010, PMA population growth was far greater than the national average and the forecasted growth for the PMA is at a rate still greater than the nation as a whole, he said. From 2010-2015 the age 65-plus population in the Keene PMA is projected to grow at a rate nearly twice the rate of the nation, and the percentage of seniors will mirror the national average, Greer said. I think we should build assisted living and memory care facilities first and then progress into a retirement community, Greer said. What we bring to town will be state-of-the-art, but I can tell you, in this economy, it will be tough. We will need the assistance of this community regarding incentives. We re encouraged, but we have to talk about gap financing, the gap being that local support.</p>
<p style="text-align: justify;">The Clarity study focused on determining the need for acute medical facilities, clarity principal Dan D Amico said. Clarity s study looked at 65 different sets of data within 30 minutes driving time from Keene to determine the feasibility of developing further health care facilities in Keene, D Amico said. Within a 10 minutes drive time of Keene, $17 million is spent annually on health care, D Amico said. We need to keep that money in Keene. In its Keene Strategic Healthcare Initiative, Clarity, after interviews with community leaders and a review and analysis of the health care environment, is proposing an ambulatory care center that would offer multiple services such as urgent care, pediatrics, women s health services, ophthalmology, a health center and more. Physicians may not be full-time, but would be there a couple of days per week, said Ronald Duperroir, D Amico s colleague. A key ingredient in the plan is the establishment of Programs of All-inclusive Care of the Elderly, known as PACE, Duperroir said.</p>
<p style="text-align: justify;">Findley, Greer, D Amico and Duperroir agreed that the next steps are to organize a committee structure, determine direction, identify goals, determine support interests, and prepare a funding strategy. The Keene Health Care Facilities Development Corporation was formed by Mayor John Ackermann and the council to promote and attract senior assisted living and other health care services for seniors. In addition to Findley, other members of the KHCFDC board are vice president Mickey Johnson, secretary Gary Heinrich and members Jack Hardwick and Mayor Ackermann. We re encouraged by the reports and look forward to working with the KHCFDC to see these programs develop, Guinn said.</p>

These services are provided by a <strong>Clarity Health project company </strong>that is partially owned by the physicians that are leading the project.  This ensures the hospital operating company is viable and can manage its start-up and operating expenses.  <strong>Clarity Health</strong> also tests the viability of the <strong>health care model </strong>in the marketplace in reference to competition, reimbursement, legal and regulatory requirements.  The hospital operating company and the owners of the hospital operating company will be required to guarantee the lease.</p>
<p><a href="http://www.clarityplace.com/health-care-building-development/healthcare-development-company.html">Clarity Development</a> provides full development services including the preparation of development plans, negotiating all contracts, managing construction, and sourcing and negotiating the terms of all financing.  <strong>Clarity Development</strong> charges an industry standard development fee, financing fee and leasing commission.  All of these services are provided by, and the fees paid to, a <strong>Clarity Development project company </strong>that may be in part owned by the physicians that are championing the project.<br />
<strong>Clarity Development</strong> works with Clarity Realty to finance the project.  Clarity Realty will set up a Clarity Realty project company to own the real estate.  Clarity Realty will work with equity investors and individual physicians or physician groups, to provide equity for the project.  The intent is to provide a preferred return on equity.  Clarity Realty will work with Clarity Development to obtain financing for the project.</p>
<p>The intent is that the Clarity Realty project company will charge a lease rate equal to a pre determined yield on cost of the project with set annual lease escalation.  Clarity Realty charges an <strong>asset management fee </strong>to the Clarity Realty project company.</p>
<p>Upon completion of the building, the Clarity Realty project company will either hold the building in its portfolio, or sell the completed and leased building to a third party or a <strong>Real Estate Investment Trust (REIT)</strong> for a determined <strong>Capitalization Rate (Cap Rate)</strong>.  The REIT will either be predetermined prior to the start of development or marketed to after lease-up of the facility.</p>
<p>Upon the sale to the <strong>REIT</strong>, or the refinancing of the building, the intent is that the proceeds will be distributed to the equity investors to make possible a pre determined <strong>Internal Rate of Return (IRR)</strong>.  Remaining excess gains will be distributed as per the requirements of the entity financing the project</p>

<p><strong>Clarity Government Services </strong>is based in <strong>Dallas, Texas</strong>.   Formed by two Army Officers, <strong>Ronald A. Duperroir</strong>, President, and Daniel S. D’Amico, Chief Operating Officer envisioned creation of full service medical construction and services company.  In addition to project management overseeing the complicated environment of healthcare construction and compliance; <strong>Clarity Construction Services</strong> also provides experienced support services focused and coordinated specific to the project in the areas of medical equipment, furniture, fixtures planning and procurement.  Together with select teaming partners, the Clarity team provides support services in the area of physical plant evaluation, maintenance, repair  and replacement.</p>
<p><strong>Medical building construction </strong>brings unique challenges and requires a builder that has specific knowledge and focus in the healthcare market.  Trained at the University of Oregon in the School of Architecture, Ronald A. Duperroir earned a bachelors degree in public planning, policy and management with a focus on healthcare project management.  This degree was later complemented with a master degree in <strong>Healthcare Administration</strong> from Baylor University.   As President of Clarity Government Services, Mr. Duperroir’s foundation of knowledge in supporting the fighting force is founded upon a 20 years of service within the US Army.   He retired in June 2000 from the Army Medical Department, Medical Service Corps.  Upon retirement he served in senior leadership positions with Johnson and Johnson, Health Systems and Management Division, the Baylor Healthcare System Dallas, and Cirrus Health.  During this period he was directly responsible for the construction and operational oversight of 18 healthcare facilities (medical office buildings, ambulatory surgery centers, and hospitals).</p>
<p> He served in both Desert Storm and Shield.  His awards include, but are not limited to,  the Legion of Merit, the Bronze Star, the Meritorious Service Medical (4 awards) and the Army Commendation Medical (5 Awards).  Mr. Duperroir is holds a disability rating issued by the veterans affairs in June 2000.</p>
<p><strong>Mr. Daniel S. D’Amico </strong>serves as the company’s Chief Operating Officer and is an eleven year veteran of the US Army where he served in various senior leadership positions within US Army Quartermaster Corps.  He is a seasoned healthcare development and operations executive with extensive experience in leadership, project management, cost accounting, facilities construction and corporate compliance. As an Army Major, Mr. D’Amico most recently called back to active duty where he served as the Political-Military for the country of Uzbekistan responsible for providing all critical analysis on political, economic and military issues in support of Operation Enduring Freedom and the Global War on Terrorism.  Mr. D’Amico also has also served as a company commander, battalion logistics officer, brigade human resources officer, director of post wide logistics and command liaison for all medical clinics.  Mr. D’Amico also served as director of operations in multiple military organizations.</p>
<p>Combined the senior leadership team holds 50 years of specialized <strong>healthcare construction </strong>and operational experience.  The combination of commercial and government construction from leaders who have served as  government and commercial executives  is rarely found under one roof and provides an awesome combination.</p>

<p><a href="http://www.clarityplace.com/government/government-services.html">Clarity Government Services</a> is proud to announce that they have partnered with <strong>BFL Construction Company</strong>, Tucson Az to bid on the <strong>Veteran Affairs Clinical Laboratory Expansion</strong> (Tucson, AZ) &#8211;     BFL Construction Company, Inc. is a seasoned construction team, Tucson locally-owned, led by the Management Team of Garry Brav, President, William J. Dohrmann, Executive Vice President, Steve McEllis, Senior Vice President and Delbert Dittmer, Vice President.  Teamed under a joint venture with Clarity Government Services we believe it is an awesome combination of assembled talent.</p>
<p>The venture proposes to provides tremendous value in support the VA and their healthcare mission by combining season <a href="http://www.clarityplace.com/government/government-services.html">healthcare developers and construction project managers</a> with a noted 32 year old local general contractor .  Construction is listed as Project 678-316, titled Expand Clinical Laboratory Building 57. The <strong>Southern Arizona VA Health Care System </strong>(SAVAHCS), 3601 S. 6thAvenue, Tucson Arizona, issued a solicitation in November.   The JV team proposal was submitted on 7 Jan which outlined the financial cost estimates, provided the scope of supervision, labor, materials, tools, and equipment to perform all work shown on the drawings and specifications. Work includes, but is not limited to, relocation of Inpatient Pharmacy, expansion of B-57 Clinical Lab and support spaces in B-57 basement shell space, and construction of a consolidated Bio-Med Shop in the B-38 space vacated by Inpatient Pharmacy as required by drawings and specifications.</p>
<p><strong>Clarity Government Services</strong> is lead by <a href="http://www.clarityplace.com/healthcare-company.html">Ronald A. Duperroir</a>, a 20 year member of the Army Medical Department, Medical Service Corps.  He is a seasoned executive and corporate officer with extensive experience in leadership, operations facilities construction, budgeting, financial strategy, program management, regulatory compliance and development. As an active duty trained CTOR and is exceptionally skilled in organizational contract management.  As an Army officer, Mr. Duperroir was the Chief Clinical Operating for Clinical Operations at Officer at Brooke Army Medical Center (BAMC), one of the largest, most modern and prestigious 450-bed medical centers in the United States Military inventory.  BAMC was complemented with a staff of 3,200, a $220M annual operating budget and 35 ambulatory medical clinics.  Mr. Duperroir was also the Associate Administrator at Weed Army Community Hospital responsible for operational support of Weed Army Community Hospital and its large multi-specialty primary care clinic. Mr. Duperroir served in multiple leadership positions in both TOE and TDA units.  He served in both Desert Storm and Shield.  He awards include, but are not limited to,  the Legion of Merit, the Bronze Star, the Meritorious Service Medical (4 awards), and the Army Commendation Medical (5 Awards).  Mr. Duperroir is holds a disability rating issued by the veterans affairs in June 2000.</p>
<p><a href="http://www.clarityplace.com/healthcare-company.html">Mr. Daniel S. D’Amico</a> serves as the company’s Chief Operating Officer and is an eleven year veteran of the US Army where he served in various senior leadership positions within US Army Quartermaster Corps.  He is a seasoned healthcare development and operations executive with extensive experience in leadership, project management, cost accounting, facilities construction and corporate compliance. As an Army Major, Mr. D’Amico most recently called back to active duty where he served as the Political-Military for the country of Uzbekistan responsible for providing all critical analysis on political, economic and military issues in support of Operation Enduring Freedom and the Global War on Terrorism.  Mr. D’Amico also has also served as a company commander, battalion logistics officer, brigade human resources officer, director of post wide logistics and command liaison for all medical clinics.  Mr. D’Amico also served as director of operations in multiple military organizations.</p>
